DISTINGUISHING FEATURES OF THE CLASS:  This position involves responsibility for independently maintaining a system of accounts in proper balance according to a legally prescribed system of accounts and for furnishing dependable financial statements and reports. The work may also involve the analysis and revision of accounting forms practices and procedures. The work is performed under general supervision with considerable leeway allowed for the exercise of independent judgment in accounting matters. Supervision may be exercised over the work of clerical assistants. The incumbent does related work as required.
     
    TYPICAL WORK ACTIVITIES:
    •               Maintains general ledger control accounts which include capital improvement and operating accounts;
    •               Supervises subordinates maintaining subsidiary records;
    •               Prepares trial balances of general ledger accounts;
    •               Prepares journal entries;
    •               Advises supervisors regarding appropriate balances and fund transfers, trial balances, and reconciliation of bank statements and accounts;
    •               Keeps informed of economic trends and advises responsible officials regarding financial planning and investments;
    •               Prepares a variety of tax, financial and statistical reports and analyses to comply with State and Federal requirements and to provide pertinent information for decision making;
    •               Develops and implements new accounting procedures and systems in order to provide a clear audit trail of financial transactions;
    •               Prepares with assistance and advice, development and operating budgets;
    •               Reviews and audits accounts payable, purchase orders, payroll and other accounting records and transactions;
    •               Prepares accounts for year-end closing;
    •               Performs accounting work related to federal, state or agency grant funding including maintaining records, claiming and fiscal portion of applications;
    •               Prepares comparative and analytical statements of operations;
    •               Assists in the installation of accounting forms and records in accordance with a prescribed system of accounts;
    •               Develops and maintains data processing programs in relation to accounting functions;
    •               Performs a wide variety of related duties as required.
    FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Good knowledge of general and governmental accounting principles and practices; good knowledge of financial administration including budgeting and reporting; working knowledge of office terminology, practices, and procedures; working knowledge of trends and current developments in the field of accounting; working knowledge of computerized application of accounting systems, both mainframe and personal computers; ability to develop and maintain accounting systems including developing and maintaining complex financial spreadsheets; ability to plan and analyze complex financial and statistical records, reports, and statements; ability to prepare and present complex oral and written reports clearly and concisely; ability to supervise the work of others; ability to operate a personal computer and Local Area Network; ability to perform detailed work involving visual effort and strain.
