Manager of Grants

DISTINGUISHING FEATURES OF THE CLASS This is responsible for managing the identification, application, and administration of external funding sources, including federal, state, and private grants. This role ensures that grant applications are complete, compliant, and submitted on time, and that funds are allocated effectively to support educational programs and services. The manager collaborates with school district staff, educational leaders, and funding agencies to enhance the educational experience for students. The incumbent reports to the District Business Official and/or their designee.

TYPICAL WORK ACTIVITIES:

  • Conducts research to identify potential grant opportunities for the district and its programs;
  • Analyzes the needs of the school district to align grant opportunities with district priorities.
  • Prepares and submits comprehensive grant proposals, including budgets, program descriptions, and impact assessments.
  • Works closely with district leadership and other stakeholders to collect necessary data and align applications with district goals.
  • Ensures timely and accurate submission of all grant applications.
  • Monitors grant-funded projects to ensure funds are used appropriately and in compliance with grant agreements.
  • Tracks expenses and ensure proper documentation for all grant-related financial transactions.
  • Prepares and submits regular progress reports and financial statements to grantors.
  • Coordinates audits and site visits as required by funding organizations.
  • Ensures compliance with all legal, regulatory, and contractual requirements associated with grants.
  • Maintains up-to-date records of all grant applications, awards, and related documentation.
  • Develops and updates policies and procedures related to grant administration.
  • Serves as the primary point of contact between the school district and grantors, including federal, state, and private funding agencies.
  • Collaborates with district administrators, teachers, and other staff to assess the effectiveness of funded programs.
  • Provides training and support to district staff regarding grant writing, grant compliance, and reporting requirements.
  • Develops and monitors grant budgets in collaboration with district finance staff.
  • Ensures that expenses are allocated according to grant guidelines and within budgetary limits.
  • Assists in the financial planning for future grant applications and funding needs.
  • Attends workshops, webinars, and conferences to stay informed on the latest trends and best practices in grant management.
  • Shares knowledge with district staff to foster a culture of grant-seeking and effective fund utilization.
  • Assists in budget preparation for grant components;
  • Enters and retrieves information in an automated information system;
  • Performs related work as required.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Comprehensive knowledge of grant development and proposal writing; thorough knowledge of federal, state and foundation funding sources; good knowledge of personal computers and office equipment; good knowledge of appropriation determinations and allocations; good knowledge of community served; ability to perform research; ability to coordinate and monitor grant proposal

development; ability to compile quantitative and narrative reports; mathematical ability; interpersonal skills and works well with others; ability to communicate effectively both orally and in writing; initiative.

Job Qualifications

MINIMUM QUALIFICATIONS:

A. Possession of a Master’s Degree in education, business administration, public administration or a related field awarded by a college of university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education and three (3) years of paid fulltime experience in grant writing, grant management or closely related field; OR

B. Possession of a Bachelor Degree in education, business administration, public administration or a related field awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education and five (5) years of paid fulltime experience in grant writing, grant management or closely related field; OR

C. Possession of an Associate Degree in education, business administration, public administration or a related field awarded by a college accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education and seven (7) years of paid fulltime experience in grant writing, grant management or closely

Candidates must meet civil service requirements for appointment. Candidates must currently hold this title or be reachable on the civil service list when available.
